Depends on the Hotel actually. When you build for a desert climate you keep the pipes under the cement. However when it shoots up the walls it is going to get as warm as the AC allows it to get. It's still cold enough to not be uncomfortable.

As far as drinking goes... drink bottled water.

Hotel tap water is lousy but there is an ice machine on every floor. The tap water is drinkable if it's heavily iced.

Plus consider that you might be 20 or 30 floors up, so it takes longer for "fresh" water to get to the tap than it does for people who live in houses.

You are correct. The water from the faucet is not very cold, rather it is warm from the cold side. That and the fact that it has an awful taste and a brownish color is normal, I am afraid. That is why water filter systems are areal big here in Vegas.

It is perfect temp.
And you are correct. I live here and as the day goes on, when I change my dog's water bowl, I have to let the faucett run several moments to go from real warm, to get it cold for the puppy. I usually fill a 1`/2 gallon bottle with the warn stuff put it on the counter top and later in the day use it to water some of the outdoor plants.
Not a bad question to ask, as there is some fabric to the concept.

The water is extremely warm. The hotels spent all their money buying towels so they ran out of budget for water coolers. Don't expect air conditioning either or beds.
